If the father refuses to allow his daughter to marry him, then the man must still pay the money. He must pay the full amount for her.
 

FOOTNOTES:
F141: married   Or, "engaged." In ancient Israel, many of the rules concerning an engaged woman were the same as the rules for a married woman.
F142: dowry   The money a man gave the father of the bride so the man could marry the woman.
